Eileen Segarra Alméstica is the Director of the Observatory of Public Education in Puerto Rico. Dr. Segarra Alméstica is also a Professor in the Department of Economics and a researcher at the Center for Multidisciplinary Studies of Governance and Public Affairs at the University of Puerto Rico-Río Piedras. She obtained a Ph.D. in Economics from the University of California-Berkeley.
Dr. Segarra Alméstica specializes in Public Finance, Labor Economics, Development Studies, and Public Policy Analysis. Her most recent works focus on education, gender, poverty, inequality and vulnerability, government decentralization, and entrepreneurship. Previous research in Public Policy includes analysis of welfare programs and labor force participation, tax evasion, government corruption, political discrimination in the public sector, and government performance.
